There's no declared war, and the 'War on Drugs' is PR, an excuse to give the cops more power and weaponry (see my post in airports).

We have no way of knowing, and no reason to think, that this is legal, that these are 'drug board,' or that this is anything but a lead up to regime change in Venezuela.
