They have no authority to officially charge you with obstruction, impeding, harboring through intimidation tactics but in the end have immunity from misconduct or harassment etc. because the policy is deliberately gray in authority.
They definitely don't investigate fraud.
A Jack of all trades is master of none, but oftentimes better than a master of one.
