Leadership is guiding and supporting followers for their continued support in return.

The fact they fear Trump more than they feel safe with him is telling. Most of his decisions are whimsical and every spokesperson has to 'interpret' the meaning and reasons so that is why every one of news bites from the administration is contradictory about the same issue.

He gives no guidance to any whim. They all guess and hope it doesn't piss him off if he hears or sees it.

He dictates and does not lead. And they all know flattery is what keeps them in his good graces.
