I suspect that he may be physically capable of being cared for at home, but is not capable of speech or active participation in any way. Perhaps severely mentally handicapped right now and trying to prevent any kind of appointment to replace him. He is not up for reelection I believe and intended to only complete his current term. There is a deadline to get on the Novemberballot and perhaps they are trying to reach that deadline to stop it being taken by a DEM.

Bashear, however, saw the trap and said no, we'll leave that seat open to deprive them of his vote until November. ADMIN and that no vote was registered for him, but didn't know that "he" attempted to vote. I thought they didnt want a special election? Plus they were afraid that Andy Beshear would attempt to appoint a DEM in spite of their recent state changes to disallow the governor (after the DEM was elected) to do so. Beshear could readily challenge that because it was passed in reaction to his win in a hostile red state senate. IOW, undisputed discriminatory legislation.
