It is unclear right now who will wind up winning the majority of seats to stay or become Prime Minister because of Israel's complicated system of coalitions forged between blocs where opposing candidates can make power-sharing agreements that can readily override a majority vote opponent's higher vote/seat tally.
Right now, after counting 5M votes, NetanYAHOO has 3% more direct votes/seats won than his nearest competitor, Eisenkot, and slightly higher numbers/seats in his Lukid bloc partnership than Eisenkot and his partnership bloc have won.
However, with over 400,000 outstanding votes yet to be counted and several other blocs & candidates with significant numbers of seats already won, NetanYAHOO could find himself in the minority and no longer be in charge.
It is normally likely that the 2 highest winners might form a Unity government where they share power but agree that the highest vote winner will become PM for as long as their coalition remains intact.
Yet, the prospect of a unity government involving Netanyahu and Eisenkot has appeared unlikely, as Eisenkot has rejected serving under Netanyahu, including in a rotation government. Other opposition leaders have also ruled out joining a coalition led by the prime minister. That is why there is no clear winner right now, in spite of NetanYAHOO seemingly coming out on top so far. In Israel, you MUST have power-sharing agreements between separate coalitions that take the majority seats is the Knesset to become PM instead of Netanyahu.
There is great hope for Israel right now!
If none of the PM candidates can put enough blocs together, there will be another election.
