Youtube ads claiming that Americans can receive money from the government

I need to turn personalized ads back on because every single ad I get on YouTube is this scam where they’re advertising getting some kind of money from some “real” government program. It’s the same script for different websites. Sometimes they use AI to mimic Biden’s voice or other celebrities to say the script. What is this scam?? If I keep seeing it I at least want to know what it is. And also, why the actual heck does YouTube allow scams to be advertised?
