The scheme traces back to early 2021, when Family Endeavors hired Andrew Lorenzen-Strait, a former ICE official and member of the Biden transition team. Shortly after his arrival, the nonprofit secured a sole-source contract from the Department of Health and Human Services (HHS) to operate overflow illegal alien housing facilities.
In early 2025, on a tip NBC San Antonio investigated the San Antonio based Family Endeavors nonprofit (now going by the name Endeavors), which had received a $215 million annual contract from the Department of Health and Human Services (HHS) to operate a migrant shelter in West Texas.
The contract was terminated by a government watchdog agency known as DOGE—short for the Department of Government Efficiency, the oversight initiative once led by Elon Musk.
Here’s what the investigation uncovered:
- 🏢 The shelter facility was empty for extended periods, despite the nonprofit being paid $18 million per month to keep it operational. - 📈 Family Endeavors reported $1.1 billion in revenue in 2022, a massive increase from previous years, largely due to government contracts. - 🐕 The shelter had previously housed unaccompanied migrant teens and offered services like therapy dogs and gardening activities, but was unoccupied for months while still incurring costs. - 💸 DOGE claimed that terminating the contract would save taxpayers $215 million annually, citing wasteful spending on unused facilities.
As of now, no one from Family Endeavors has been formally prosecuted for fraud or malfeasance related to the terminated $215 million contract.
However, the situation is far from closed: - 🕵️♂️ The U.S. Attorney’s Office is actively investigating the nonprofit following DOGE’s findings. - 📋 The Department of Homeland Security’s Inspector General previously flagged millions in wasteful spending, including contracts awarded without competitive bidding and payments for unused hotel rooms. - 🧑⚖️ A former Biden administration official, Andrew Lorenzen-Strait, joined Family Endeavors shortly before the contracts were awarded, raising concerns of impropriety and triggering congressional scrutiny. - ⚖️ The Department of Justice (DOJ) has launched a task force to pursue fraud uncovered by DOGE, signaling that indictments may be forthcoming.
So while no charges have been filed yet, the legal gears are turning.
