How will we ever know if Trump stopped the next Hitler?

...In my opinion, the closest thing we had to a Hitler-style leader with the possibility of starting a major conflict was the Ayatollah in Iran. The Iranian leadership was building for a major war with huge stocks of missiles and drones plus an aggressive nuclear program and development of long-range missiles to deliver nuclear warheads.
Their leadership was willing to start a nuclear war to destroy Israel and the US.
So Trump may have stopped the next Hitler but who gets to make that call? The problem with taking preemptive action is that you cannot prove what you stopped. Had GW Bush changed the rules on airline security weeks before 9-11 would he be credited with stopping a major attack or just criticized for adding complexity and cost to airline travel?
