Okay, one of you smart people susplain this to me... Weather Channel Forecast...

...for my area shows only a 15% chance of rain for the day but shows over 50% chance of rain between 2 and 3 PM.

Doesn't that mean that the chance of rain for the day is over 50%?

No. Percentage is for that time range only. Do you eat the steak first when it's served with a salad in a restaurant?

A 15% chance of rain indicates there is a 15% probability that measurable precipitation (at least 0.01 inches) will fall at any specific point within the forecast area during the specified time period.

This percentage is derived from two factors:

Forecaster Confidence: The meteorologist's certainty that precipitation will form or move into the area.
Areal Coverage: The percentage of the forecast area expected to receive rain.
For example, a 15% chance could mean the forecaster is 100% certain it will rain, but only over 15% of the area, or 15% certain it will rain over 100% of the area. It does not mean it will rain for 15% of the day or that 15% of the population will get wet.

So in essence he's wasteful, paying for a salad and not eating it. He should tell the waiter "just the meat, no salad.

...I get a baked potato with my steak but I always take that home for my wife to eat later. (Yes, I do take her with me and buy her dinner.) I pig out on the complimentary rolls and butter.

Well, it is a 100% chance now. My ultra-short range radar says it is raining...
