One Social Security number was found to have been used for 125 different policies in Joe Biden's 2023 and over a million obamacare policies have no Social Security numbers on file as required by law.

"The scale of the problem goes well beyond the missing-SSN figure. A recent HHS report detailed by Fox News estimates that fraudulent, improper, and phantom Obamacare enrollments peaked at 5.6 million people in 2025, and that the fraud cost taxpayers roughly $10 billion annually between 2021 and 2024. The Trump administration says it has already removed nearly 3 million fraudulent enrollees from the rolls, with 2.6 million more removals still planned."

A GAO-related investigation found the agency could submit fake enrollment attempts and that most were approved, and it flagged issues like duplicate SSNs and use of SSNs tied to deceased individuals.

The same reporting says the GAO identified about 160,000 cases in 2024 (about 1.5% of applications) as “potentially compromised” by suspicious activity/indicators—while critics sometimes argue the true number could be much higher; the article also notes . The GAO has not quantified total fraud.

Instead he has employed hundreds of thousands and paid tens of billions into Social Security on their behalf, and doesn't appreciate its being stolen by leftist fraudster criminals.
