If commercial radio had started in 1967 it would have been subject to the same 50% needletime eventually applied to ILR (and previously to Manx Radio) with the added restriction of new releases segregated into review programmes as applied to the first 5 years of Radios 1 & 2.

In 1970 Chataway did well to squeeze the bill into the government's first legislative programme. There was commentary about how surprising it was such a 'low priority' bill has been included.
