Just about gets to Mid Suffolk (Ixworth)
Is Ray Anderson involved with this one?
No, licencee is Tony O'Neill on behalf of the Pharos Trust.

Ofcom:
"Typically, licences issued for restricted services to serve an establishment or other defined location will be of longer duration, usually held for a number of years. They’ll have a small coverage area, usually no larger than a 1km radius, and will operate within a clearly definable single location which usually has no permanent resident population. We expect licences to be issued with a limited coverage frequency and services will usually transmit at a power of between 300 milliwatts and 1 watt with a maximum power of 2 watts
There is likely to be some overspill of the signal into areas beyond the establishment or defined location being served. This overspill area should not be acknowledged, either on air or in off-air promotion and publicity. The service should not be directed at listeners living outside of the licensed location."
Several motor racing sites operating on race days have them, there's one for a rugby club who might only operate on match days, seem to remember one or more EFL clubs used to have them. Couple of drive in cinemas have one. As the licence conditions say the coverage area doesn't often have resident population.
