WRTH 65 has Munich as 300kw, there's nothing else on the frequency. 1948 plan has 20/50kw stations in Morocco and Greece as the other allocations.
Neither East or West Germany signed the 1948 plan so they used higher powers than allocated. The higher power meant interference daytime to Hungary on 1187 in parts of the country.

In the 60s I used to listen to VOA from Ismaning near Munich. On 1196kHz (251 metres) it was clearly audible in south-east England, except when Caroline South was on the adjacent frequency!
I remember listening to their 1968 election results coverage, after Caroline had departed, and the moment when they reported excitedly that one of the TV channels had flashed up that Nixon had won.
