Watch them "Fact Check" Trump's speech. They claim that the DOGE team has not provided evidence of waste or fraud. From this, one might think they are trying to claim federal expenditures are innocent until proven guilty.

But expenditures are only justified if:
* The expenditure is justified by a national need.
* The funds were actually received and used according to this national need.
* The expenditure has been effective.

If evidence of fraud has been found, then those responsible should be prosecuted. But evidence of fraud or waste is not required for the president to cancel an expenditure.
