The EMP strike could impact our ability to detect a first strike launch, and it could impede our ability to retaliate.
But a single missile headed in our direction carrying this EMP weapon would be a dead giveaway.
If we became accustomed to incursions by balloon that appeared to be for surveillance, this could serve to "desensitize" us to these balloons.
Then one day a balloon comes in with a surprise EMP strike.
