Consider House & Senate (Federal or State).

On year 0, both House & Senate are elected, with HALF for two years, half for four years. This is like the original Senate election. Afterward, each two years HALF of each house, with the remaining half remaining for the additional two years. This provides CONTINUITY, there is always half of each house as carry-over. After a four-year term, each outgoing office-holder is BARRED FOR LIFE from any position in either House or Senate. No more professional politicians. No longer will legislators spend half of their time getting re-elected.

Also, no more cutsie rules. Both houses must conform to most recent edition of Robert's Rules of Order.

Same thing for each Federal & State courts, ALL of which are to be elected by voters, NONE appointed by elected officials. Most states, including Ohio, ELECT JUDGES directly. This works out very well. No more life terms. No more unpopular court decisions.

Don't let them stay in office long enough to learn how to steal effectively.
