Modern cellphones each has a unique mystical code number hidden within its chip. It is impossible to use electronics to read out this number. When a cell phone is initiated, a query from the cell tower sends out a query code, which the cell phone combines with the mystical code to produce a response. Furthermore, the combination of query plus response is sent to a database operated by the cell phone manufacturer. If the response is correct, given the query and mystical number, the network accepts the phone. Otherwise, the phone DOES NOT WORK. This system has reduced cell phone fraud to ZERO.

Require each cell phone owner to register his/her official ID (driver's license, or even a personally selected code, etc) with the cell phone manufacturer upon purchase. Then, when someone comes into a cell phone shop to set up a stolen phone, it becomes impossible. So nobody will bother to steal cell phones any longer.
