Replace "Majority Rule" by "Consensus Rule" where consensus = 60%

All laws, bills, court rulings, etc, require 60% of qualified electors.

In many cases, it will be impossible to get 60% approval, in which case the law DOES NOT PASS, which is fine. A law that does not have 60% approval does not have sufficient public support.
