The electoral system favors the existence of political parties. The curse of political parties has been strangling this nation almost since its inception.
The partisan electoral system is based on several pillars:
Majority rule
Re-election of incumbents
Abolition of Primary elections
Party recognition by legislative bodies
Majority rule is destabilizing since any party with a 50%+ majority can cram through whatever bills it wants; then, with the next election, the OTHER party can alter or abolish the prior bills. The solution to the problem of vacillation is to replace 50%+ majority rule with 60% consensus rule: any and every action of Congress must be supported by 60% of all members of each house. This policy FORCES compromise and prevents weakly supported bills from becoming law.
Re-election of incumbents permits the establishment of the class of professional politicians. The first thing that most newly elected officials do is to begin to campaign for re-election, neglecting their duties to the electorate. By restricting each office to a SINGLE TERM, officials will NOT spend their time on their own re-elections, but focus on getting done the jobs for which they were elected.
Primaries give official recognition to political parties. Elimination of primaries will result in the election of INDIVIDUALS whom are admired by the people in general. Suppose that no candidate achieves a 60% super-majority, then the election is held again with elimination of all candidates who failed to obtain 40% of the votes. If a candidate fails to obtain the required 60% super-majority after two tries, his name is removed from the ballot and new candidates are selected by petition of the electorate.
Legislative committees are now selected by the houses of Congress on the basis of party affiliation, with 2/3 of each committee being members of the majority party and the rest being relegated to the other party. I propose to replace this by the selection of members of each house by 60% plurality vote.
