1. Drop on MOP after another into the same hole until the desired depth has been reached.
2. Fix a rocket motor to the MOP to permit it to strike the surface at several times the current impact velocity.
3. Place a four tonne tungsten carbide penetrator on a large ICBM which will penetrate at least 500 meters of material regardless of its composition.
4. Use molten iron to melt through rock.
4.1 Drill a starter hole with one or more MOPs.
4.2 Then hit the hole with sufficient ordinary bombs to form a huge crater.
4.3 Fill the crater with circa a thousand tonnes of thermite carried in thin-walled containers.
4.4 Ignite thermite in the crater to produce a lake of molten iron that follows the existing hole and can melt its way through a thousand meters of solid rock.
