The framework can be broken with a new thrust of mass media aimed at cultivating progressive thought. But of course, the Tennessee/Florida-type Legislatures and white supremacy advocates are actively fighting to maintain the status quo.

She argues that the cultural framework of the country (U.S) has, almost since its inception, dictated that "Black" is bad and less than and in all arenas "white" is good and superior.
Anyway, on a very high political level, battles continue to wage about who should be educated, how they should be educated, who should be taught, and what parts should be assessed, etc...
And as these battles are waged at the political level, I think most AAs students leave their schools prior to graduating in four years. Many also leave school unable to read critically, with diminished self-confidence, and with limited trust in most American institutions. Oh definitely, Kris is present on this, and plays a role on how to properly manage the "percentage" of Blacks who could/should get a high education and become successful in life, but on the other hand he will put a spoke in the wheel of the majority of AAs students.
