It cannot happen that way. Here is why. When the powder burns inside the case, it generates very high pressure that the case cannot withstand. Therefore, the case shatters while the bullet is given a mere nudge and cannot reach dangerous speed. The case has little strength, but has the function of a seal to prevent gas from escaping. It needs to be enclosed in a barrel to prevent shattering and direct the gasses toward the bullet.
