My simple test is whether they have the four basics - food, shelter, transportation and medical care. If they are missing those I will step in as needed. When I say transportation it needs to be safe and reliable. I have friends whose only grandson was killed in a wreck because his car broke down on a busy freeway. I do not want a breakdown to happen if I can possibly avoid it.
