...There was an EPA rule at one time that forbade allowing new businesses if your city exceeded a certain number of dust particulates. The mayor of Lubbock was peeved and stated that the only way Lubbock could meet that level was to pave everything all the way back to Albuquerque. After a while the rule was dropped. They proved that the dust level was higher than the rules allowed in isolated rural areas.
