"Tax the rich" does NOT work. The UK tried truly aggressive taxation of the rich and they simply MOVED OUT. This is the real problem with "Taxing the Rich." They and their money are welcome almost everywhere.

That is why Europe uses mostly regressive Value Added Tax to fund their governments. The rich are far too mobile to stand still for oppressive taxation.

Does anybody have a truly practical way to fund socialist programs?
