That's how I understand it.

The universe will eventually succumb to ever increasing disorder, but there is no reason pockets of order cannot arise as energy is exchanged on its journey to maximal dissipation.

A snowflake is orderly for a short time before it melts back into the disorder from where it came, as does a human.
