I think the ozone hole was always there
The absolute failure of the Montreal Protocol, to close the holes in the ozone layer at Earth's poles, hasn't stopped the Kyoto Protocol and COP26 fanatics from trying to ban CO2 and (now) methane, which are among the most innocuous gases out there. Maybe by moving the goalposts every 20 years or so, they figure they can keep the research funds flowing, and the politicians employed.
