It seems to me, looking at the left 1927 image, below, and Censuses, that the single-story building belonged to the Council and that the rear was used as the Council yard, for horses, carts, brushes and shovels, etc. There were many cartmen in Hebburn in those times.
As you mentioned, the left part of the single story building, near the Doctors, was demolished and the empty plot was then used to build the clinic, and the right side of the single story building, near the 2-story Council Offices, was also demolished and that empty plot was then used to build and attach a new 2-story building to the original 2-story Council Offices.
As you correctly said, this means that the rebuilds were erected between 1927 and 1935.
