The first problem is the ground floor was it high enough to put in a mezzanine level of sorts. The internal rooms/areas were they suitable to convert.
It could be that all the inside would have to have been gutted and a new steel frame installed.That would only have happened if it had been a Listed Building.
If the building had been in a more affluent area something may have been considered. Even then the costs of conversion would be very high and therefore the rents or the selling prices would be high.
Itís really time left the building behind.
