I think concessions for over seventy fives should be a given, as far as "Criminal Sanctions" for non payment of the Fee is concerned this could be Catagorised thus - the seedy, the needy & the rest.
The seedy being the ones who won't pay regardless of whether it's the License Fee or anything else.
The needy who genuinely struggle & require help to pay probably via the Welfare system.
The rest who will pay regardless.
I think some sort of criminal prosecutions should be in place although what sort is open to debate, imposing fines on people that won't or can't pay the fee in the first place? Custodial sentences? Probably not when the judiciary we have won't imprison more serious persistent criminals as it is?
The solution? It's a difficult one, whatever the powers that be decide will be challenging to say the least. What do I think will happen? How long's a piece of string? That's me sitting on the fence I'm afraid. In an ideal world they'll find a solution that will be suitable for everybody- watch out for flying pigs.
Personally, when the over seventy fives License Fee controversy was raging, I held back on paying mine but eventually surcumbed & paid.
