How dumb are she and her boss's. They must know that the question is unanswerable. No one will ever know for a long time, so many factors to consider.

All I understand is that if those that ignore the guidance rules etc. did follow them, life may improve much quicker.

By them not doing so, we could get to a situation where this virus mutates into something really nasty.
