The accommodation is only for your household. I doubt that you could meet up and stay in that accommodation with others who are not in your household.
That means husband, wife and children who have not left home. I assume that that includes your support bubble.
I think it does not allow a Grandparents to stay with their children and family if they are not already living with them.
Taking my case we live in the same property as our daughter and family, so we could, but we keep separated as we go out our front door to go into theirs. So technically we are two separate households.
We do 90% of the time stick to the rules as they both work and contact a lot of people so try to stay safe.
As for distance, as far as I can see there is no distance restrictions within England. I will be travelling 130 miles to a caravan site in April. However if you look at the guidance for before 12th April it advises not to travel at peak times or on congested roads. I assume that This is to try and avoid accidents where a buildup standing of traffic would aid the spread of Covid.
Bear in mind that things may change before 12th April.
