Going back to some kind of care provided by the Council, my late mum owned her own house, she had a government pension that kind of thing. She was assessed for what she needed, I paid for a housekeeper, but what was required was someone who came early morning to assist my mum in getting out of bed, shower, or when she couldn’t manage that a bed bath, then make breakfast fir her. It was decided that the Council would provide the carer but we had to contribute something towards that service, maybe George could qualify for something like that, just a thought.
Like George mum had a fear of being put into residential care, but I had always promised her that would never happen, I kept my word until she passed away, Social Services provided lots of aids to assist, the best one being a fantastic bed that could be raised up and down, it meant at night the bed was put down to floor level so that mum never fell out of the bed.
It might be worth a try to ask again if anything further can be provided for George so that he can have the dignity of remaining in his own home, I must say from what you say he dies seem to be a resilient person and seems to mange, with assistance, so is able to be as independent as possible.
