They knew all the potential problems but I doubt that there was enough data as to what the seabed and substrata actually was like. The munitions and wrecks again would need to be located. I suspect that that has already been done for cable laying etc.
U/W survey equipment is now far more Hi Tech than it used to be and the Navy and Hydrographic Dept. Need to know exactly the location and full details of every wreck for security purposes.
Of course it may not be possible technically today but in 10 years ?
