What is happening is that foreign criminals "spoof", that is use technology to change the caller ID, so that the number which you think they are calling from looks like an innocent UK number. Often that number belongs to an unsuspecting uk subscriber either landline or mobile.
It happened to me and for weeks I received hundreds of calls a day from people asking why I had called them.....which I hadn't of course.
BT were very helpful in monitoring my number but it took ages to totally clear the problem.
Today I too had an equivalent email to the one Mac H reported. But they are not hard to spot and reporting to HMRC achieves little. They cannot stop it. The big clue is the email address. Mine came from
HM Revenue - Self Assessment - Personal tax receive id-18472952 email@example.com
