Having passed a street beggar with a Councillor friend, I was going to drop a few bob towards a meal. Luckily, Kevin stopped me and explained the "beggar" had a flat and a car and could cadge more than his benefits. The coun il and police can do nothing unless they ask you for money. What a world we live in!
