Inspired by the arty types at the Mill Dam Cultural thing? And of course fully discussed at Hebburn Community Area Forum which, of course, all you Hebburn Residents knew about.

Clearly somebody found £70k lying around in the Council Offices and thought "what can we waste it on"?
