It isn't a suggestion, it's a fact, the gent in question is very active in disability circles and he basically shredded the reason he was refused one by one, he actually made that statement, he won the appeal. I have accompanied people on their assessments and they watch and film people coming in, what you say and what actually turns up in the report don't always tally, I take notes when I go in and you can find the questions they asked online , I would challenge any deviation from the questions as it means people are being treat differently. They systematically fail over 50% to 60% and that's a conservative number, they rely on people not appealing but around 80% of appeals are successful, its a system that's expensive, inefficient and cruel. I did one and the lady took ill during the assessment she was told if she didn't complete it she would be put down as failing the assessment. We phoned an ambulance and told them we would be contacting her MP and the press, the passed her fit for work, we appealed and the appeal read the notes and didn't ask her a question and reversed the assessment verdict, they also said they would be writing to the assessment centre with a severe reprimand.
