Yes the actions of Planning Departments are mysterious. I deal with fairly complicated applications within the local parish and am now almost immune to the feelings of frustration when I see bureaucratic process (sometimes enshrined in statute) trumping common sense on such a regular basis.
The suggestion that the current Government can click a switch to change this overnight is pie in the sky I'm afraid.
