I think more probably ATC, judging by the cap badge, which was circular for the ATC, whereas the RAF badge has the crown at the top. As to the state of the berets!!! OMG Only ONE conforms to the regs (guy at the top left) The band should be 1" above the eye-brow, and parallel to the ground (i.e. LEVEL) with the excess pulled over the right ear, with the cap badge un-obliterated. The guy sitting at the front with the pace-stick comes a close second, but has partially hidden his cap-badge. Worn like that, we would refer to them as "helicopter landing pads" !!
