To me the duty of a Captain or Master or senior officer or crew member is to get off as many passengers and crew as possible.
Many Captains have survived the loss of his ship and face an inquiry as to the cause of the loss. It’s probably a Court Martial in the Royal Navy or Court of enquiry.
A Captain May have to transfer his command to another vessel to try to ensure his passengers and crew are taken care of.
In any emergency in ships or building etc there are designated assembly points where check can be made that every one has exited the ship or building. But it’s never as easy as that as we all know.
In this case those lost were never able to reach the deck, were they trapped by furniture movement etc.
