I am very puzzled by that bike in that the geometry of the front fork appears totally wrong. The head tube appears to be at an angle of say 45 degrees and the norm these days is around 72 degrees. The curve of the fork wrong going backwards instead of forwards. The mudguard is in the correct place so it’s not as if the fork has been turned 180 degrees.
I wonder if someone has been modifying the bike but it would take a lot of skill to weld the bike up.
