I’ve looked at loads of bike for sale of that vintage and not seen anything remotely like it.
In every case the fork sweeps forward.
I wonder if the owner took off the mudguard, turned the fork 180 degrees and then put on the mudguard again. Clearance could have been a problem though.
A modification job I think.
