The Electoral Commission used to administer the postal vote but was put out to tender a good few years back. I know there was a stink a few years back when Boris got in about Laura Keusenberg appearing to know the overall postal voting results before the polls had closed. It is open to abuse but the postal service struggled with it and stories of missing voting cards, delays etc
