I believe the buildings are listed or at least the majority are so the businesses are reined in.
I was designing a restaurant in the early 1990s and we wanted to repaint some grilles, we contacted city planners who came out and refused us. I asked why the restaurant across the road had been allowed to paint their granite pillars green, red, white, and gold, the answer was they didn't ask permission they just did it. Ours were going to black with gold flowers from black yet were unsuitable. I said I'll spend the afternoon with my camera taking shots of frontage on Dean Street and Grey Street which I would submit to planning, suddenly his tune changed and we were allowed to paint the grilles which protected them and made them look so much better.
I think very few changes are challenged,so some places get way with murder, the ones who go the proper routes are mucked about by jobsworths.
