Absolutely right, Malcolm, a good immigration policy should be bringing people into the country who can fill the shortfall in skills, wherever that shortfall lies.

Like in New Zealand, for example, if you want to apply to immigrate there you have to either have a trade that is in demand, e.g. nurses or engineers, or be applying to enter as an investor who is going to start a legitimate business that will employ people.
