I would say that for the Invaders flooding over here its a free benefit because they never paid into our NI Scheme and thats the reason they flood into our country encourage by free benefits..

Legally, our State Pension is a contributory benefit, though most people refer to it as an entitlement because it depends on lifelong National Insurance (NI) contributions
