Yes, I have seen this type of thing in antique shops before. There was a bit of a craze from the turn of the 20th century onwards for medical electrical devices. It was thought that they could cure skin complaints, nervous disorders and all kinds of other things. Whether or not they did any good is anyone's guess!

It might be one of them eletronic mind control devices the Tavistock Institute used years ago for experimements on the humam brain. I was just reading about such things a few weeks ago.
