I agree, this is a worry, and a serious problem that causes deaths on the roads, and no-one likes to be behind a vehicle that is towing a caravan or trailer that is bouncing around, and swaying dangerously from side to side. Therefore, all drivers should be qualified at towing, and have a roadworthy caravan or trailer, before being allowed to tow on the roads. Many drivers never having towed, don't know how to brake, or how to reverse with a caravan or trailer in tow. Sometimes, drivers forget that they're towing... especially when it's a low trailer (out of sight out of mind), and they pull slowly out at junctions, only to have another vehicle crash into their trailer.
So, yes, I would not like to be on the road behind someone unqualified at towing a vehicle, which might have been the case when a towed caravan in front of us, on the M1, rocked, swayed then turned over smashing to pieces, and almost turned over the large vehicle that was towing it - the occupants were okay. I wonder if that caravan was roadworthy.
I must add that most caravaners are sensible, qualified towers, that keep their vehicles in tip-top condition.
