The man on the station Bridge

I recall Walter List with one leg selling newspapers on the station bridge. He was part of List removals in Usway St. But who was the pavement artist who sat at the top of the bridge on the Quay side? He used chalk. I have a feeling this is one for Joseph.
I vaguely remember a beggar sitting on the Quay side of the Station bridge showing images he'd drawn on the pavement but I can't picture him. Walter List had a removals business at the time so he wouldnt have needed to beg.
